You have probably heard it as much as me, Moz do not stop to mention it. High quality content is the future of SEO.
I agree.
But as someone that has devoted years to SEO and more importantly, has a number of clients and personal websites making money now, I do not believe it is relevant now.
While it will be a ranking factor in the future, as of Penguin, Panda, and all of the updates that have happened thus far, none of them appear to penalise low quality content.
In fact, it seems now you do not even need to do low quality content.
Keyword stuffing appears to be ineffective for over optimisation and especially on exact match domains.
Here’s an example of what I’m naming keyword stuffing:

While some people would say just using the word on its own would be regarded keyword stuffing. The above example I’ve seen a few times and it just plain does not work in 2013 and looks awful.
For now, I’ve found you really do not need to write content on websites. I’ve written less than 50 words on a page and ranked it in the top 10.

Just as clarification, I am a big fan of high quality content. I personally create very small amounts of content at first to focus on the SEO itself.
After rankings have been achieved, usually first page, or at least some traffic to the page, I update the website with much higher quality content.
